You might ask, what does this actually mean to the players in simple terms?
Well, let us give you an example: you place a bet for 1000 Shillings on a soccer match with the odds at the time of your bet stating that you would potentially win 500 Shillings.
If your bet won you would present your ticket and receive 1500 Shillings, your 1000 Shilling stake + 500 in winnings.
Previously, the tax was on the winning amount only, that is the 500 Shillings. But with this new Finance Act, the tax would be applicable to the total amount, meaning the stake + the winnings.
And since withholding tax is payable by the person making the payment, the bookmakers are liable to pay the tax.
This means that in the given example above, if you won 1500 Shillings, the bookmaker would take 7.5% of that away from you, the player, as they would have to remit this to the government, leaving you with the balance.
One also must keep in mind that this tax is not the only applicable tax responsibility the bookmakers must adhere. All the other corporate taxes on revenue still apply. This has set the bookmakers at odds with authorities, resulting in 26 bookmakers having their operators licenses suspended.
